Cesar R. Fumar is licensed to practice law in California and in the Philippines, having been admitted to the Philippine Bar in 1985 and to the State Bar of California in 1993. He graduated with B.S. Criminology degree cum laude from the Divine Word University, Tacloban City, Phil, and earned his Bachelor of Laws (Juris Doctor) degree from the University of Santo Tomas, Manila Philippines in 1984. He worked for the Philippine Government [Commission on Audit or COA] and private finance and banking companies while in the Philippines. He fully understands a person's immigration journey as he himself is an immigrant, having moved from the Philippines to California in 1990. He has been engaged in the full time private practice of law in the U.S. since his admission to the California Bar. As a California licensed attorney he can handle immigration cases throughout the whole United States. He is a longtime member of the American Immigration Lawyers Association (AILA).He also holds a California Real Estate Broker's License.
Cesar is an active community leader having served as: Past President and founding member of the Integrated Bar of The Philippines California Chapter; Past Division Governor- Toastmasters International; Current Director-Inspire Learning Institute in Contra Costa County, and currently serves as a Board Member and Elder of his church. He and his eight other siblings who are all in California have been involved in charitable and philanthropic activities for the village they came from in the Philippines through an organization that their late mother-Socorro Rostata Fumar, a public school teacher- organized in the mid-1960's, which continues to be active until today.
In his personal time, Cesar enjoys playing a round golf, swimming, traveling and creating lifetime memories with his family, and visiting farms.
